During the current CEF agreement period, Elektrum Drive will develop a high-capacity charging network in the Baltic States with 130 new charging points

06 October 2025

By establishing the largest high-capacity charging network in the Baltic States, Elektrum Drive with the support of the European Connecting Europe Facility (CEF) funding in the amount of EUR 2,600,000, a total of 130 charging points will be installed at 54 stations on the European transport network (TEN-T) by 2027. This is a subsequent CEF agreement period; 35 charging stations will be opened in November within the previous agreement.

Elektrum Drive as the leading electric vehicle charging network operator in the Baltic States plans to create the largest high-capacity charging network in the Baltic region on TEN-T roads, which will be available for electric passenger vehicles. By developing a charging station network in Latvia, in Lithuania, and Estonia, Elektrum Drive with CEF funding will install 130 charging points with a capacity of 150–300 kW at 54 stations by 2027. There will be 20 stations in Latvia, 21 station in Lithuania, and 13 stations in Estonia.

"This is already the second cross-border electromobility project of the Latvenergo Group using EU co-financing. In addition to Latvia and Estonia, there are plans to continue expanding the fast charging network in Lithuania as well, thereby strengthening Elektrum Drive’s ambitions as the leading electric charging service provider in the Baltic States. Already this year, we plan to reach more than 1,200 connection points in our home markets; therefore, our team and expertise are also growing rapidly as we actively work with partners in all Baltic States. There is competition between various operators in the field of electric vehicle charging as well. I am pleased to say that the implementation of this next project further confirms Elektrum Drive leadership in terms of quality and competence," says Ansis Valdovskis, Director of Baltic Electric Transport Charging at Latvenergo AS.

The aim of the European Union co-financed project is to provide reliable and publicly accessible charging infrastructure on the TEN-T road networks in Latvia, Lithuania and Estonia. The project implementation period is from 2024 to 2027. The total EU funding amounts to EUR 2,600,000, whereof EUR 800,000 will be allocated to project activities in Latvia, EUR 1,240,000 in Lithuania and EUR 560,000 in Estonia.

TEN-T or the European transport network, is a unified network of the European Union’s railway, inland waterway, road, maritime, air and multimodal transport infrastructure, which strengthens the single market, ensures the smooth flow of goods and people and promotes the EU’s competitiveness. The project is part of Elektrum Drive the Baltic charging network development plan, within the framework whereof 1,200 charging points will be available for public charging by 2026, and 3,000 by 2030.

European Connecting Europe Facility (CEF) is an important European Union funding instrument for the implementation of European infrastructure and the Green Deal, which promotes the achievement of the European Union’s decarbonisation targets for 2030 and 2050. The CEF programme supports the creation of sustainable and efficiently interconnected European networks in the fields of energy, transport and digital services.

Elektrum Drive aims not only to help maintain Latvia’s status as the leading location for electric vehicle charging in the Baltics, but also to further expand the infrastructure in all three Baltic States and possibly beyond. Furthermore, it is planned to use 100% green energy in the significant TEN-T road network of the EU. Thus, the Group is also moving towards one of its goals – to make a significant contribution to the sustainability of the company, the country and Europe by preventing hundreds of tonnes of CO2 from entering the environment annually. In promoting the achievement of the European Green Deal objectives, the project will use green energy, the origin of which will be certified by a green energy certificate.

Elektrum Drive charging network is available in the largest cities of the Baltics, providing safe travel opportunities throughout the region without concern for the next nearest charging location. Charging is available not only in Elektrum Drive charging network, but also at partner charging stations, using the mobile application Elektrum Drive, where payments are available both as instant payment and post-payment.
